3 Definitions and abbreviations 3.1 Definitions The following definitions shall apply in this Standard: Air — Dry — air with a moisture content such that the dew point of the air at the required test pressure is at least 10 °C (20°F) below the ambient test temperature. Authority having jurisdiction — the organization, office, or individual responsible for approving equipment, an installation, or a procedure. Basic insulation — insulation to provide basic protection against electric shock. Breakaway device — a component installed downstream of the dispenser to shut off the flow of hydrogen in the event of damage caused by vehicles driving away while still connected to the nozzle. Certified — (with respect to any accessory, component, equipment, or manufacturer’s installation instructions) investigated and identified by a nationally recognized testing laboratory (NRTL) as conforming to recognized standards or requirements or accepted test reports. Circuit — Extra low voltage (ELV) — a secondary circuit with voltages between any two conductors of the circuit, and between any one such conductor and earth not exceeding 42.4 V peak, or 60 V DC, under normal operating conditions, which is separated from hazardous voltage by basic insulation,and which neither meets all of the requirements for an SELV circuit nor meets all of the requirements for a limited current circuit. Limited current — a circuit that meets the following two conditions under normal and single-fault conditions: a) the current which can be drawn through a non-inductive 2000 Ω ± 10% resistor does not exceed 0.7 mA peak or 2 mA DC; and b) circuit capacitance does not exceed 0.1 uF for circuits under 0.45 kV, or for voltages above 0.45 kV but less than 15 kV, the limit is 45/U nF where U is the voltage in kilovolts. Protective extra low voltage (PELV) — a circuit in which the voltage cannot exceed ELV under normal conditions, and under single fault conditions, except earth faults in other circuits. Safety extra low voltage (SELV) — a secondary circuit that is so designed and protected that under normal operating conditions and single-fault conditions, its voltages do not exceed 42.4 V peak or 60 V DC. Telecommunications network voltage (TNV) — a circuit which is in the equipment and to which the accessible area of contact is limited and that is so designed and protected that, under normal operating conditions and single-fault conditions, the voltages do not exceed specified limit values. Compressed hydrogen storage system (CHSS) — consists of the pressurized containment vessel(s), thermally activated pressure relief devices (TPRDs), shut-off device(s), and all components, fittings, and fuel lines between the containment vessel(s) and these shut- off device(s) that isolate the stored hydrogen from the remainder of the fuel system and the environment. Cylinder — a high-pressure container approved by either the U.S. Department of Transportation (DOT) or Transport Canada (TC) used to ship or store compressed gas.
4 Components — General construction and assembly requirements 4.1 The dispenser shall fuel the vehicle without exceeding the pressure, temperature, and fuel density limits for the pressure class of the vehicles’ CHSS. The requirements of this Standard are not intended to constrain innovation. When considering fuels, materials, designs, or constructions not specifically covered in this Standard, these alternatives shall be evaluated as to their ability to provide levels of safety and performance equivalent to or better than those specified in this Standard while not compromising vehicle safety. The composition for hydrogen gas for testing components shall meet the fuel cell grade defined in CGA G-5.3. Dispensers and hydrogen fuelling stations shall be designed to deliver hydrogen gas to vehicles meeting the requirements of SAE J2719 or ISO 14687-2. 4.2 The construction of all parts of a compressed hydrogen gas dispenser, whether specifically covered in this Standard or not, shall be in accordance with industry-recognized concepts of safety, durability, and maintainability.CSA HGV 4.1:20 pdf download.
